Regeneration Plan
--------------------------
In December 2020, Worcester City Council was successful in obtaining £17.9m of Future High Street Funding for the regeneration of the northern area of the City Centre into a diverse leisure, cultural, entertainment and residential quarter that will attract younger people and families.
At its heart are proposals to convert the historic Scala Theatre and Corn Exchange into a performance arts venue. Both properties have been acquired by the Council. Plans are currently evolving with the Council investigating the concept of an arts venue with flexible space for multiple uses with the intention of submitting a revised planning application on this basis in the near future. Angel Place will be improved as a public space, grants have been taken up by Angel Street property owners to bring vacant premises back into use and the street is due to be repaved as a continuation of the town public realm works.
Planning
------------
The building is unlisted and within the Historic City Conservation Area characterised by a mix of commercial and residential uses, typical of a City Centre including a number of listed buildings.
Future uses of the property might include continuation of its previous commercial use or a mixed commercial/residential and leisure use.
Funding may be available from the Brownfield Land Release Fund (BLRF) towards any demolition costs should a mixed residential scheme be proposed.
Any proposals would need to incorporate high quality design given its Conservation area setting and include active ground floor frontage.
The next round of BLRF applications is March 2024.
Proposal
-------------
Proposals are invited by close of business on 18th December 2023 and should include the following:
Price offered.
Proposed use for the building and how it complements the wider regeneration plans, including indicative plans/images.
Any conditions attached to the offer.
Funding status.
